In response to the verifier's critique, we have re-evaluated the application against the requirements of Monrovia Municipal Code § 17.44.100. The applicant proposes to convert an attached garage into a home office for freelance bookkeeping work, occupying one room of the garage. While this satisfies § 17.44.100(G) ('Not more than one room in a dwelling or in an accessory structure shall be employed for the home occupation'), the application does not provide facts addressing several other decision-critical requirements of § 17.44.100. Therefore, we must request additional information. Please provide the following missing information: 1. Confirmation that no employees other than members of the resident family will be allowed or employed on-site (§ 17.44.100(A)). 2. Confirmation that no materials or equipment not recognized as part of normal residential practices will be used (§ 17.44.100(B)). 3. Confirmation that the home occupation will not generate pedestrian or vehicular traffic beyond what is normal for the residential zone (§ 17.44.100(C)). 4. Confirmation that commercial vehicles will not be used for delivery of materials to or from the premises for commercial purposes (§ 17.44.100(D)). 5. Confirmation that there will be no outside storage of materials and/or supplies (§ 17.44.100(E)). 6. Confirmation that no signs other than those permitted for residential use will be used (§ 17.44.100(F)). 7. Confirmation that the appearance of the structure will not be altered, and the conduct of the occupation will not cause the structure to be reasonably recognized as serving a nonresidential use (by color, materials, construction, lighting, signs, sounds, vibration, etc.) (§ 17.44.100(H)). 8. Confirmation that there will be no use of utilities or community facilities beyond what is normal for residential purposes (§ 17.44.100(I)).
All home occupations shall meet the following requirements:
(A) No employees are allowed other than members of the resident family;
(B) No use of material or equipment not recognized as being part of the normal practices in the zone in which the use is a part is allowed;
(C) The use shall not generate pedestrian or vehicular traffic beyond that normal to the zone in which it is located;
(D) It shall not involve the use of commercial vehicles for delivery of materials to or from the premises for commercial purposes;
(E) No outside storage of materials and/or supplies is allowed;
(F) It shall not involve the use of signs other than those permitted for a residential use;
(H) In no way shall the appearance of the structure be so altered or the conduct of the occupation within the structure be such that the structure be reasonably recognized as serving a nonresidential use, either by color, materials or construction, lighting, signs, sounds or voices, vibration, and the like;
(I) There shall be no use of utilities or community facilities beyond that normal to the use of the property for residential purposes.
